Sign PDFs from the UI

Sign Document… (CmdSignDocument, in the File menu and the right-click Document submenu) signs a PDF with a certificate (a .pfx / .p12 file and its password), with an optional reason and location. It fills an empty signature field or adds a new signature, then saves to a file you choose. Existing signatures stay valid. Before, you could only sign from the sumatrapdf-tool sign command line (#5962).

Mouse wheel turns pages

The new MouseWheelTurnsPage setting makes one wheel notch go to the next or previous page instead of scrolling, even when you are zoomed in. Combined with RememberViewOffsetOnPageTurn, this is handy for sheet music and wide-margin scans. Alt + wheel still scrolls (#5069).
