Page Grid slant and drag resize

The Page Grid can lean: Slant in Configure Page Grid (FixedPageUI.PageGrid.Slant, default 90) is the angle of the vertical lines in degrees from the horizontal, so 90 is upright and 52 to 60 matches a typical calligraphy script. Drag a grid line while Configure Page Grid is open, or Alt + drag a line, to resize the cells; dragging the line through the origin moves the grid instead, and Esc cancels the drag (discussion #6346).

`=` opens settings in the command palette
